will be a consequent increase of expenditure but a large part if not the whole of it can be met by raising
the school fees. These are now 50 cents a month an absurdly
small sum. No European who sends his child to the school
would have much right to grumble if the fee was raised
to $2.00 a month, whilst the Eurasians and Chinese who
attend are the children of persons who are comparatively
well-to-do, and who have no claim on the Goverment as
far as I can see for a cheap English education for their
children.

Should the fee be raised to $2.00 a
month or indeed only. to $1.50 the Government can safely
adopt Mrs. Bateman's recommendation and engage a European
teacher in addition to filling up Miss Long's place. If
the fee is raised only to $1.00 a month, it will have
to be decided whether the small extra expenditure that
would be incurred is really called for by the present
state of the school.
I can see no objection to the fee
being raised to 8.00 a month but the question of a further
increase is one which requires consideration. In the
meantime however there is nothing to prevent the engage-
ment of a European teacher in the place of Miss Long and
I recommend that the necessary steps be taken without
delay.
